The wellbeing services county of Pirkanmaa has implemented Mediconsult’s Saga Social Care case management system for social care. Saga went live across Pirkanmaa on Monday, 2 February 2026 in all services except for services for elderly people, where the go‑live will take place in phases during February and May.
Implementing the national requirements for information management in social care and creating a unified, county‑level model for social care is a major transformation in Finland, and the wellbeing services county of Pirkanmaa is among the frontrunners. Saga, which fully complies with Finnish national specifications and supports harmonised operations, replaces dozens of case management systems previously used in the region.
“We began the procurement of the case management system just after the wellbeing services county had been established. Both the new operating models and the national requirements were still under development when the work started, but we succeeded in aligning them with the new system. Throughout the project, we also prioritised the needs of our social care services and IT management. This pioneering work was carried out together with Mediconsult, Istekki and the other wellbeing services counties implementing Saga,” says Rami Nurmi, ICT Service Director at the wellbeing services county of Pirkanmaa.

Mediconsult is developing new AI‑based tools and functionalities for Saga in close collaboration with its customers and partners. These are among the first AI solutions in Finland to be integrated directly into a social care case management system.
In autumn 2025, Pirkanmaa piloted an AI tool supporting service‑needs assessment in child welfare. Saga also includes AI functionalities that automate structured documentation and compile client information. The greatest benefits of AI in social care will be achieved when the tools are tightly integrated into a modern case management system.
Mediconsult’s Saga case management system has been selected through competitive tendering by five wellbeing services counties, three of which also operate a university hospital. County‑level implementation of Saga supports the harmonisation and modernisation of social care along the new Finnish national requirements and each county’s strategic objectives.
The Saga Social Care case management system will continue to be developed in close cooperation with the counties , their service providers Istekki and Esko Systems, and Mediconsult. This collaboration model strengthens the influence of the counties on Saga’s development and ensures that the system continues to meet common operational needs as well as the national requirements for information management in social care.
Saga contains social care process support, including compliant and harmonised documentation, along with extensive data‑driven management tools for county leadership. It also ensures a consistent user experience for social care professionals across all service units and service tasks.
Saga Social Care provides professionals with unified, up‑to‑date information in all units, enabling client‑related decision‑making and service delivery based on real‑time data. Residents of the wellbeing services counties will also be able to view their social care information – in addition to the healthcare – in Finland’s national health portal, MyKanta.
